Health Research Data Centre: Participation of Authorized Users to Be Expanded

The Health Research Data Centre (FDZ Gesundheit) at the BfArM provides authorized institutions with pseudonymized billing data from people with statutory health care for research purposes and to improve medical care. As part of a fundamental restructuring of the FDZ Gesundheit, data access to the FDZ data is also being reorganized.
To support this, the workgroup of authorized users referred to in Section 303d (2) SGB V will be established in spring 2022 and convened under the coordination of the TMF. The workgroup of authorized users aims to develop recommendations for the research data center's design and provide advice on the design, further development, and evaluation of data access.
Circle of Authorized Users
The task of RDC Health is to provide access to routine data from everyday patient care. Analyses of the RDC data are to be used in various areas of the healthcare system, thus contributing to better healthcare for all. Only authorized institutions have access to the health data of the FDZ Gesundheit as specified in Section 303e (1) SGB V. These include institutions and associations of self-administration in the healthcare sector, healthcare research institutions, federal and state authorities, or relevant federal organizations that represent the interests of patients and self-help of chronically ill people, and people with disabilities. As part of the reorganization of the RDC Health, applications for data use can be submitted from autumn 2022 through a digital application process.
One of the aims of the group meetings is to determine the demand for the development and validation of data from AI applications and how the data on people with statutory health insurance provided by the Research Data Center can be used for this purpose.

About the Research Data Center Health
The Health Research Data Center (FDZ Gesundheit) allows access to the billing data of all people with statutory health insurance in Germany. By using the data for research purposes, the FDZ Gesundheit makes an important contribution to better healthcare. The FDZ Gesundheit receives the billing data annually in pseudonymized form from the National Association of Statutory Health Insurance Funds.
