The TMF Presents Position Paper for the 2025 Federal Election

On the occasion of the upcoming federal election, the Technology and Methods Platform for Networked Medical Research (TMF) is presenting a comprehensive position paper. In it, the TMF formulates key demands and measures aimed at sustainably strengthening Germany's research landscape, advancing digitalization in healthcare, and promoting translation between science and industry.
Since its founding in 1999, the TMF has been committed to evidence-based, patient-centered health research. The platform brings together the expertise of academic players and advocates for digitalization and quality development in research to promote innovation and efficiency, cooperation, and coordination. With this new position paper, the TMF aims to support political discourse and help establish Germany as a leading location for health research and healthcare.
The key demands of the position paper include:
Long-term support for research structures and strengthening data competence
- Reliable funding models are necessary for planning and innovation.
- Integration of data competence into the training and education of healthcare professionals and systematic knowledge transfer for laypeople. The TMF proposes a concerted action for data competence in this context.
- Systematic involvement of patient organizations in research projects.
Enabling the efficient use of health data
- Research requires clear legal frameworks and interpretations for the use of health data. The research opportunities created by the GDNG should be extended to biobank samples.
- Support and quality development of medical registries and intersectoral data processing.
- Strengthening cybersecurity without hindering innovation.
Promoting translation and transfer
- Building translation centers and research infrastructures.
- Harmonizing regulatory requirements for faster progress.
- Supporting young scientists with attractive career paths and creating incentives for "porous" career paths between research and industry.
Utilizing international health research and the European Health Data Space
- Germany must set standards and actively shape the European Health Data Space.
- The structures already created, such as the FDPG of the Medical Informatics Initiative (MII), should be used for this purpose.
Harnessing the potential of AI
- Harmonizing regulations for AI in medicine and research (e.g., MDR and AI Act).
- Promoting specialized AI labs for the development and evaluation of AI-based treatment methods.
Goal: Transform Germany into a Leading Health Hub
"The TMF advocates for innovation and cooperation, efficiency, and the reduction of bureaucracy in health research. With this position paper, we aim to contribute to strengthening Germany as a leading location for medical research and development, and to improving patient care," explains the TMF’s Managing Director, Sebastian C.
