The TMF Welcomes the Adoption of Digital Laws for Healthcare

The TMF - Technology and Methods Platform for Networked Medical Research welcomes the adoption of the Digital Act (DigiG) and the Health Data Utilization Act (GDNG) in the German Bundestag. The two laws will significantly advance the digital transformation of healthcare and the use of health data.
The Digital Act will simplify the availability and use of electronic patient records to provide more benefits for patients and doctors in medical care. The use of pseudonymized data from the electronic patient record for research purposes will also be simplified. The Health Data Utilization Act (GDNG), in turn, contains regulations for access to medical data for research and offers new opportunities for better use of health data in medical research for the benefit of patients in Germany.
"Through the improved use of health data for medical research in Germany agreed to in the GDNG, a significant milestone for health research will be met," says Sebastian C. Semler, the TMF’s Managing Director. "Central demands that the TMF expressly advocates are reflected in the legislation. These include the plan to make decentralized health data easier to find and use and to make the billing data of the statutory health insurance funds available in the Research Data Center (FDZ) more widely and quickly available for use," says Semler. The standardization of regulations on self-research by service providers and the conditions created by the GDNG to simplify collaborative research projects are also important steps that contribute significantly to a learning healthcare system.
Concerning the central data access and coordination office for health data foreseen in the GDND, which is to bundle and process information and application requirements for potentially available data sources and advise data users, the research data portal of the Medical Informatics Initiative (MII) can serve as a blueprint for its work, emphasizes Semler. As part of the MII, a data portal was set up under the coordination of the TMF, in which researchers can access healthcare data from all university locations in Germany. This has successfully demonstrated the value of cross-location collaboration between all university hospitals. Researchers from all sectors benefit from structures like the Health Research Data Portal (FDPG).
